Ryan buys property tax consultancy Burgess Cawley Sullivan
Ryan, a global business tax consultancy, has acquired Burgess Cawley Sullivan, a Vancouver-based consulting firm specializing in real estate and property tax consulting.
Founded in 1978, Burgess Cawley Sullivan (BCS) focuses on commercial real estate appraisal, property tax management & planning, and real estate consulting. Its real estate consulting offerings include development advisory, due diligence, litigation and arbitration, rent renewal, market studies, and insurance evaluation.
The Vancouver-based consultancy’s 33 property tax and appraisal professionals have expertise in rental residential, commercial, industrial, and office real estate. BCS works with major pension funds, banks, property managers, developers, investors, and property owners primarily in British Columbia.
Ryan’s acquisition of BCS will further expand its property tax capabilities in BC.

The Dallas-headquartered consulting firm in 2019 strengthened its Canadian presence by acquiring AEC Property Tax, the country’s largest privately owned property tax consulting firm. The move added a team of more than 70 consultants across offices in Toronto, Calgary, Edmonton, Halifax, Montreal, Ottawa, and Vancouver.
The BCS deal will see company founders Paul Sullivan and Sandra Cawley join Ryan as principals and regional leaders. Ryan Tung and Brian Keenan also join as principals.
