Davis Pier wins consulting contract to assess Nova Scotia’s home-care services
Davis Pier, a Halifax-based management consulting firm, has won an untendered contract worth $2.18 million to assess how to improve delivery of home-care services in Nova Scotia.
The contract was awarded by the province’s seniors and long-term care department in July 2025.
Barbara Adams, minister of the department, said the contract bypassed a public bid process because the province wanted to act quickly and Davis Pier was “very familiar” with Nova Scotia’s home-care system.
Adams said the provincial government previously “revolutionized” long-term care services with technology that improves data collection and decision-making, and wants the same approach applied to home-care.
The minister noted several challenges, including scheduling and cancellations, and expressed a desire to reduce administrative work for home-care providers.
“To make things far more efficient and effective and to improve communication, all of those things are what we are tasking them with helping us improve,” Adams said.
Davis Pier was founded in 2014 and has 120+ employees across offices in Halifax and Toronto.
The firm focuses on consulting engagements in government, housing, healthcare, and community services. David Pier has practices in strategy and analytics, transformation and change, design, digital, research and innovation, and consulting and engagement.
The firm was in September acquired by Kainos, a Belfast-headquartered digital transformation consultancy with 3,000 employees globally.
