Gallagher promotes Jonathan Foster to head of consulting in Toronto
Gallagher, a global insurance broking and human resources consulting firm, has promoted Jonathan Foster to senior vice president and head of the benefits and HR consulting division in Toronto.
In his new role, Foster will play a central role in developing and managing client relationships in the region, as well as overseeing Gallagher’s consulting team in the country’s largest market.
Gallagher’s consulting business includes offerings in benefits consulting, retirement plan consulting, HR and compensation, leadership assessment and development, and executive search. The Rolling Meadows, IL-based firm has more than 39,000 professionals across 68 countries and posted revenue of more than $8 billion in 2021.
Foster has more than 15 years of experience with a focus on total rewards consulting. He has deep expertise in compensation and governance-related matters, including reward philosophy, compensation review, incentive plan design, bonus programs, board evaluations, and salary ranges.

Foster has been at Gallagher since 2018, previously serving as head of the Canadian compensation team. Before that, he spent a year as VP of executive compensation at Accompass, a compensation and benefits specialist that was acquired by Gallagher.
Prior to that, Foster spent over eight years at Global Governance Advisors, a Toronto-based consulting firm specializing in compensation and board governance. Earlier in his career, he was an executive compensation analyst at Korn Ferry.
Foster has an MBA from McMaster University and a bachelor’s degree in psychology from Western University.

Gallagher earlier this year bought PCI Compensation Consulting, a Montreal-based provider of total compensation strategy, benchmarks, communications, training, and outsourcing.
