CPCS, an Ottawa-based infrastructure and transport sector management consultancy, has acquired Mille407 (1407), a France-based ports and maritime advisory firm.

Founded in 2016 and based in the Atlantic seaport of La Rochelle, 1407 provides operations, management, and digital transformation consulting to port authorities, infrastructure investors, terminal operators, shipping lines, and logistics firms.

The boutique firm, which has six employees listed on its website, has completed projects in the Americas, EMEA, and Asia-Pacific regions.

CPCS’ acquisition of 1407 will expand its footprint into France and augment capabilities in ports and maritime advisory. Matthieu Desiderio, founder and president of 1407, and Mathew Paul, CEO of 1407, will join CPCS as global practice leads for port and maritime advisory.

“This acquisition fits perfectly with our global work in transportation, rail, major projects, freight, logistics, and trade corridors. Together, we’ll help clients run greener, smarter, resilient and more profitable ports and maritime operations,” said Marc-André Roy, co-chief executive officer of CPCS.

Jean-François Arsenault, co-chief executive officer of CPCS, added, “The additional practical and strategic experience of 1407 in the port and maritime sector will complement our group’s strong freight rail expertise, thus bridging the ‘interface gap’ often faced in complex projects and initiatives.”

CPCS was founded in 1996 and provides consulting services for transport, energy, and major projects. The firm’s offerings include strategy, finance, technical, legal, transactions, economics, regulatory, and governance support.

CPCS has 300+ employees listed on LinkedIn and 11 offices across Canada, the US, Barbados, the UK, Ivory Coast, Senegal, and Uganda.

“By joining CPCS, we significantly expand our ability to help a broader range of clients improve operations across ports and maritime, but also across the full spectrum of transportation sectors,” said Paul. “Our clients benefit from deep, hard-won expertise rooted in our core industry, now amplified by CPCS’s reach.”
