BPA expands to Toronto with acquisition of TMP
Bouthillette Parizeau (BPA), a Montreal-based consulting engineering firm, has acquired The Mitchell Partnership (TMP), a Toronto-based consulting engineering firm.
Founded in 1958, TMP provides mechanical engineering building services to clients across commercial, high rise, institutional, retail, and industrial. The firm’s design services include construction documentation production, contract administration and field review for HVAC, plumbing, fire protection, and building management systems.
TMP has 130 employees, including approximately 70 professional engineers and designers.
BPA’s acquisition of TMP will expand its physical presence into Toronto and strengthen its capabilities in the institutional, commercial, multi-residential, and industrial building sectors. The deal, for which financial terms were not disclosed, will also give BPA a foothold in the healthcare market.

BPA says all the leaders from TMP will play integral roles within the combined firm, and all TMP employees will join the firm.

As a collective, we become more competitive,” said Tony Dingman, partner at TMP.
The TMP deal is BPA’s third acquisition since receiving a minority investment from CDPQ in 2022. The firm in April bought Cleland Jardine, an Ottawa-based structural engineering firm, and in June acquired Unigec, a Quebec-based building engineering firm.
Founded in 1956, BPA provides engineering services for institutional, commercial, multi-residential, and industrial buildings. The firm has expertise in mechanical and electrical engineering, sustainable development, structural engineering, building science, security, and acoustics, among other areas.
BPA has 700 employees across offices in Quebec, Ontario, Alberta, and BC.
